Oh! I will check both of my motherboard models to check this. My hpe motherboard should not have any missing since it supports this model.
have not found one picture of DL380 G9 mboard with all chokes populated. but have seen some with 2 missing (3 left) before.
even with 4 chokes the E5-2696v4 is started, if the icc_max is 199A. E5-2696v4 does not draw more current than a 2699v4.
E5-2687W v4 TDP=160W TDC=189A
E5-2696v4 TDP=150W TDC=199A <- just to make it unsupported

DL380 G9 is officialy sold with 2x E5-2696v4
same part number should work. check the VRM area and count the chokes i.e.
some servers are sold with missing chokes to prevent upgrading them with higher rated CPU,
mostly for PSU and cooling reasons.
So I have tested acouple of new 2696v4 processors in my server DL380 G9 and work as charm. This means if I get just CTOs of same model it should work 100% right?

why not, 2696v4 are all the same.

with same Motherboard P/N.
So not all DL380 G9 CTOs have the same motherboard inside? I found this one, but for waht you said I can not be sure about compatibility?

some years ago i owned the ASRock X99M Killer mobo, the Xeon E5-2687W V4 is working on it, but the E5-2696V4 not.
E5-2687W V4 TDP=160W, TDC=189A
E5-2696 V4 TDP=150W, TDC=199A
E5-2699V4 is officialy supported on ASRock X99M Killer.

Actually, I just checked and my Motherboard (where processors does work) have one choke missing.
is not a problem, 2696v4 don't need more current than 2699v4. the icc_max is the important value.
the 2696v4 may start with a 3 chokes only mobo, but run into overcurrent state all the time.

Oh, I understand now, so besides chokes, could it be some how capped and forcibly not supported by same CTO server? or if I find a CTO DL380 G9 server with 4 or more chokes it has to work. Sorry for the dumb questions, im not an advanced user in servers.

i can only say this: the reason the E5-2696v4 work on DL380 G9 is HP want's them to work on it.
If someone had asked me beforehand, I would have said "doesn't work"
