Intel S2600WTTR not supporting my 2x E52696 v4 processors

I just got 3 x S2600WTT motherboards with 2x E5-2696 V4 each. I just build one of them and no video output or boot, I then placed my old E5-2650 V3 processors and it does boot and I have video signal, I updated to Bios Latest Version (1.01.3029) that seems to add Processors compatibility also.
The result is the same, no boot no video with E5-2696 v4 processors, no Diagnostic LED are on, just that led that appears in the attached picture.

PD: I have also reset bios.

Please help!

not sure, but the issure can be the TDC of the E5-2696 V4 SKUs, it is not standard value and exceeds the VRMs ICC_MAX.
edit:
E5-2696 V4 TDP=150W TDC=199A
E5-2687W V4 TDP=160W TDC=189A

The board calls out 145w max TDP
i doubt intel blocks TDP in they're BIOS. i have modded VRMs ofS2600WFT and S2600BPB to support OEM 240W SKUs,
only the VRM modd makes them supported, no additional BIOS modd required.

Intel don't want OEMs to run. and the OEM of the 96v4 don't want them run on other than own board.
So, it depends on the OEM of these exact processors I have for compatibility? I mean, I have a couple of 2696 v4 working fine in my DL380 G9, does this means that my new processors may not work in that server either being the same model?

intel makes them incompatible to mainstream motherboards. intel made the 2696v4 for which OEM ? maybe HP ?
OEM SKUs are not for end customers, no warranty for you like tray SKUs. it is not wanted those cheap OEM processors are floating the marked after usage.
if you want to run OEM or ES, don't use intel board.

if they are not officialy supported/sold with that model, they can stop working on next FW update.
update/edit:
HPE likes to remove one or more VRM chokes/coils at some motherboard P/N for cheaper configurations.
Dell does so too.

Does this means that if the one O got are supported by my HP motherboard, all of the should? Or I can have issues getting even same motherboard and not being compatible. Should I return them for safe ?

DL380 G9 is officialy sold with 2x E5-2696v4
same part number should work. check the VRM area and count the chokes i.e.
some servers are sold with missing chokes to prevent upgrading them with higher rated CPU,
mostly for PSU and cooling reasons.

So this is why my server does support them, just luck lol. What are chokes?
