I have a simple 8-port Meraki switch I got by attending one of their sales pitches, and I am also pretty sure the license isn't transferable. This prevents you from adding the unit to your own Meraki account to manage/configure it.
You may have to buy one (new) from a Meraki authorized reseller with a license/support contract.
