The cheapest card that will support ALL features for enc and dec is gtx 1660 even if its limited in the number of enc stream. Pascal doesnt support H265 4:4:4 decoding but support h265 4:4:4 enc, interestingly.
I found a couple of P600 for cheap at around $60 on ebay so i bought them too. Going to also get a gtx 1660 if there is a good price one.
according to the nvidia spreadsheet 1650 is more limited. no NVENC HEVC B frame support. See the bottom of the NVENC chart. there is an asterix for 1650: turing GPU with volta NVENC.
