The cheapest card that will support ALL features for enc and dec is gtx 1660 even if its limited in the number of enc stream. Pascal doesnt support H265 4:4:4 decoding but support h265 4:4:4 enc, interestingly.
I found a couple of P600 for cheap at around $60 on ebay so i bought them too. Going to also get a gtx 1660 if there is a good price one.

according to the nvidia spreadsheet 1650 is more limited. no NVENC HEVC B frame support. See the bottom of the NVENC chart. there is an asterix for 1650: turing GPU with volta NVENC. Plus a lot of the 1650 cards only have one DP one HDMI and one DVI instead of usual 3 DP and 1 HDMI.I believe the 1650 Super does as it is a Turing NVENC chip as well

Guess you are right that 1650 super does have turing nvenc as well as gddr6. but i still don't like the limited port selection as well as only 4gb memory. I guess if you need turing at the absolute lowest price you can go for 1650 super but it doesn't seem to be that much cheaper than 1660 and also the lesser amount of memory and ports just seems a bit much
