from the xeon scalables we have learned there is another important CPU parameter TDC (thermal design current)
that prevents motherboards from working with some OEM CPU.
the ME/SPS compares the capability of the VRM section with the TDC value of the CPU, if the TDC is higher than the CPU won't start.
note in this case no x86 code is executed - CPU conf. registers are accessed by DMI.
