I recently bought a used CSE-826 that came with a BPN-SAS2-826EL1.
I have a X11sch-F motherboard in the case, running proxmox, using ZFS on a NVME drive.

What do I need to get the front drives going?
I would like to start just using this box as a burn-in/test harddrive test station. In other words, plug a 3.5 spinner in, and check smart, do long smart test, etc.

Is there any way I can just use my board's sata ports and sata drives plugged into the front?

I think I cannot, and I think I need parts like:
lsi 9207 8i +
2x mini-sas to mini-sas cable (is this right?)

Does this sound correct?
Is there any better alternative?

Thanks for any help!

You will not be able to use the SATA ports with that backplane, however you can use SATA drives with a SAS HBA. The parts you listed will work, though you only need a single cable (two will give a slight performance improvement).

@BlueFox is correct. If you want to save a few bucks, you can even use the older sas2008 LSI controllers like 9211-8i. Or, for single port card, lookup the IBM H1110 which is like a 9201-4i.
