personaly i don't have done that.
you need to update the BMC FW to latest first, then update the BIOS with the BMC-WebGUI(at power off state)
the file you need is Milan.RBU (16mb) RBU = Remote BIOS Update)
the standard BIOS package includes only the image.RBU file (Rome 16mb + Milan 16mb=32mb)

Note this may not work with old used 1.0 boards. confirmed only with new Retail ones.

here is the package M13c
new one M18_R34 with Milan.RBU

I wasn't sure if it would brick the rev. 1 motherboard if i tried to flash a rev. 3 image.
if you ask Gigabyte they will tell you how and give you that Milan.RBU.
i just figured out how to make Milan.RBU from latest BIOS update.

Did you get this working? Also the Rev 3.0 has the U.2 ports listed as pcie Gen 4 vs the Gen 3 listed for the Rev 1.0. Is this "unlocked" by the new firmware?

has anyone had luck with this? Can I simply first flash the v3.0 BMC firmware and then the v3.0 BIOS?

this worked on some boards (depends on the initial BIOS)
if not use the linked package above and the Milan.RBU inside (flash with BMCWebGUI, host off)
do only if you want to run Milan.

Not sure what you mean by the initial BIOS?

If I have the latest v1.0 BIOS from the site do you think that should that let me flash to the latest 3.0 version?

some boards allow this some not.

if you have a MIlan CPU you can try the image.RBU with BMCWebGUI.
edit: gigabyte prvoded a Milan.RBU which is not included in std. packages. this flashes only Milan support,
do only if you have MIlan.

old used one 1.0 form china may not work for this, they are out of old OEM/GB servers.
