I think it ramps up regarding the package temperature. In your case 89°C.
The problem is that the P cores get hot quite fast. Unfortunately thats like the Intel CPUs are.
You can try to tweak the fan settings a little in the bios but as long as you are seeing high package temperatures i am not sure if if you can avoid it completely.
