AST2400 based boards are typically pulling even more power than newer variants.

A super micro X10sdv with 6 cores worked fine on the PSU. They are server pays so I assume they have a correct 5v line.

i meant the PSU is too weak.
The PSUs (2x Delta 550W Platinum) are also capable of running a full size ATX AM4 motherboard, with stupid LED strips, with the same RAM and CPU. My Supermicro X10SDV with BMC also work here. I don't think the PSU are the issue. And that doesn't explain why it doesn't POST on the other PSU.

Waiting an answer from the seller, I don't have much time left to send it back...

Yes there is a power distributor. Again, it works with all other motherboards I have tested.

I took a small video of the behavior with these PSU (I forgot to plug the CPU12v here, but the behavior was the same with the cable plugged):
I could try with my WC621D8A-2T and 8259CL, but I fear that a 2U cooler would not be enough for this CPU.

usualy at Gigabyte/AMD boards
mostly called A2/A1 - B2,B1
but A2/B2 populated first.
yeah i know but on the board it is with 0 / 1 at least it is called like that in the ipmi and also printed on the board

The only thing i stumbled across is that the A1 slot needs to be populated first then B1, then A0 then B0, otherwise you will get the fans spinning but no post / no video out on the ipmi scenario others described! I tried with a single dim in A0 and that failed!
****. ME.

I would have swearer that I tested it, but I decided to have a go again tonight. I got POST. Finally.

But still no POST/BMC on the server PSU. I bought this chassis specifically for this motherboard...

you know but ? if you know high comes first why have you populated wrong first ?
only tried it later to see how it behaves, if it is just going to throw one of those "Pls correct memory positions Blah Blah" or if it is not going to boot / beep codes

yes I‘m aware that the VGA is hardwired to AST2500 GPU and yes I have an open ticket with gigabyte support.

Very responsive and nice modern look and tons of features
Yeah, really nice change from java remote access turds. Looking at the portal, I felt instantly that it's a homage to pi-hole interface. Nothing against that, but it just had the same look. Which is nice, as I'm quite familiar with that one. :)

not 100% sure but i dont think so, from what i read G series are not officially supported and i just tried a 3200G i had floating around and it refused to boot similar to when the memory is installed in the wrong slots

Edit: the manual mentiones "AMD 3rd gen with Vega Graphics" as possible cpu type but still doesnt work for me, might be able to try a 5700G tomorrow and see how that will go
