Sure, but it's almost double the cost and has it's own limitations (many physically oversized, power connectors on the "wrong" side, recirculates hot air, half the VRAM). If none of these things matter to you it may be a good option.

Fwiw, you don't need extra cooling on the MI25 in a case with forced airflow. You're right that cooling is a big consideration, though. With a 40x40x28 strapped to the back you can dissipate about 220W, but I keep that machine in a different room.

You can always pick reference model - blower (they are bit cheaper);
if connectors are in the wrong side - you can get those 90' flat power adapters. (*but that means you are running a server case?)

For gaming, at performance offered the extra 8GB doesn't mean much - as both cards won't run games that well that require more than 8GB anyway.
(But if you can show me - not the case, I'll take that.)
