Supermicro Reset IPMI via jumper possible?

Just got a board i bought from ebay (Supermicro X11SPi-TF), but it doesnt get an ip address,
it shows up in the router via mac address but it doesnt get anything assigned,
i tried putting it in multiple different subnet areas and tried all three network ports but no luck so far.
Also the vga doesnt give any ouput so yeah.
There are no beep codes at all (beeper confirmed working),
as soon as it gets power two green leds light up and fans spin, the board doesnt shutoff unless power cut
Tried to get it to boot with known good cpu, single known good ram dim and debian stick with pre enabled ssh but also doesnt show up.
Also reseted cmos twice.

Any ideas or is the board dead?

is the heartbeat LEDBMC blinking after some seconds ?
if not BMC is not working, no IP, no VGA possible.

it is blinking

edit:
also just tried a run without any cpu or memory installed, bmc led is also blinking, still no ip / no vga but shows up with mac address

vga is a GPU just connected to the PCH, no CPU, no display.
yes to both,
correct macs and yeah that with gpu makes sense, btw i also tried a pcie gpu before, also no output but thats probably bc as far as i know it always default to the onboard

only one is dedicated IPMI LAN port. the one with the USB ports
thanks i know,
but same result on all three and also from my experience you can enable that the impi also runs on the other two ports

1st or 2nd gen ? maybe BIOS to old.
installed CPU proper ? screws 3&4 must pull the leaf springs topmost.
tried 3 cpus two first gen (4108 4110) and one second gen, same result
cpu should be installed properly, also remounted several times and i moved the exact same cooler / cpu combo to a different board and instantly worked fine. (also supermicro)

probably set to static IP. manage to get a POST to enter the BIOS.
hope you have real ananlog VGA monitor.
no idea so far.

yeah, thanks anyway,
last thing i am going to try is over serial / com port tomorrow then i am going to contact the seller
