Exactly as the title says. The 2U chassis doesn't have great airflow itself so i'm looking for a heatsink + fan combo that can sustain a 75W CPU max.

@Evan - i don't think I would use the Noctua above 85W TDP CPUs.
They aren't really meant for high air flow applications.
I'd be looking at their purpose built Heatsink/Fan combos (which usually mean 3U+).

I have no benchmark or TDP info to link to though
Noctua doesn't have TDP guidelines for just fans - or at least this one.

Having said that, I run them on my E5-2620v3's (85W TDP), but my CPU load
stays fairly low unless i run benchmark programs.
The power supply (Supermicro low flow exhaust) and the Noctua are the only fans in my "2u" chassis.
No issues and I have not seen my RPMs above 2000 during the hottest months (SEUS heat/humidity).

Ambient temps, other components inside the case/chassis all play a part of course.

@Netwerkz101 thanks for the feedback, the old issue is I dint remember many Low noise specialist coolers for narrow ilm ... just looked and I see a few options now.

Something like this looks great for Low noise if space is available.

Exactly!
That's an excellent quiet cooler you linked to.... but the
OP is working with a 2U chassis which is where the "hard to find" quiet + smaller size comes into play.

And looks like that nice big one won't quiet fit in the case I had in mind, but some 90mm fan versions but the issue is overhanging ram on narrow ilm, anyway let's see, still trying to convince myself I want to build an e5 system to supplement my Xeon-d's when I need something with a bit more power.
At least more options than I remember when I looked ages ago.

Sent a PM. Have a Dynatron 2U but will likely need a resistor cable or software to lower fan speeds.

@Kev you are on my list today. Pulling out 20U worth of gear today and replacing it with another 20U worth. Busy day.
