As in title, I am looking for a 24 or 48 port gigabit POE switch. Would prefer one with 2 or 4 ports SFP+ 10GbE.

A SG500x-24P would be perfect, but none are to be found at a reasonable price at this time. Any other suggestions?

If I forgo the 10GbE requirement, what is my best option? I have been looking at the Juniper 4200-24P. Does anyone have any experience with these?

Heard good things about the HP 5800s, the 5800-48G-PoE seems to fit he bill - there's a couple on eBay for under a grand

You can get Juniper EX3300-48P for <= $1k on Ebay if you are patient (and a -24P even faster probably). I would go with the 3300's vs the 4200's as they have the newer Broadcom Trident switch ASIC in them and more features in general (like the quad SFP+ ports).

I do not have any personal experience with them, so I can not personally vouch for them, but Ubiquiti Edgeswitches might be an option.
Note: only the 48 port versions have sfp+.

If you want new, but nicely priced: Ubiquity Edgeswitch (48*Gb, 2*SFP+, managed, poe)
Or Ubiquity Unifi switch (48*Gb, 2*SFP+, cloud managed, poe)

Since you said you can forgo the 10G I would strongly recommend the Cisco SG300-24p Switches, I've installed them in a few different locations that needed POE for phones. Security Cameras, APs and even remote switches and they have been rock solid. I've seen some on e-bay for a pretty decent price. I am looking for a 10G Switch as well, I would love the SG500X but once you add the POE to it the price is a little much for me.

I've also heard some good things about the Ubiquity POE Switches, their 48 Port versions have 10G but only two ports and I would really like 4 for my network since I've been dabbling with 10G Lately.
