So, I'm currently infatuated with reducing the power footprint of my home network infrastructure.
My current HP J9574A 3800-48G-PoE+-4SFP+ switch has 48 PoE+ ports and 4 SFP+ ports, making it an absolute unit. This comes at a cost however:

That's about 120W, 24/7. Making it a solid 200 bucks a year to run.

Do i need all those 48 ports? No. But the switch was a freebee from work and fills out the rack nicely. However, I'd like to.... switch.... Yes I did it.

What does my new switch need?
1 SFP+ port to connect to my server
4 RJ45 ports 2 PoE+
Be able to handle VLANS

The goal is for it to use as little power as possible. Is there a realtek or broadcom part i need to check out?
Does anyone know of any low power switches that have these requirements?

I have been running the non-PoE version of that CSS610 for a couple years, it's fairly basic but works well, I get full 10G with two rj45 SFPs, and power consumption is low enough that my UPS rounds to 0% load.

Cisco makes several small business switches they are fairly quiet and low power draw. Take your pick.

personally, my next home switch will likely be 8x2.5 and 1or2x10gSFP
My unifi 24port POE or 48p NON are nearly identical the 8P + 2xSFP is the only one reduced power, and it's minimal 6-8w... If you only need 8 ports, go for a small switch but if you need more than 8, then I'd just run a more prosumer \ entry level enterprise with what you're looking for, and I'm using ~24w with 1 port or 3 when I tested power-usage of the 48p vs 24p POE.
