Post photos. Are you sure you're using the first CPU socket (are they labelled 0 and 1 or 1 and 2?) and RAM slots?

Replacement X9DRD shows up today. Install both CPU, same issue. BUT......
I forgot when I was testing both of my E5-2670 the other day on my single 2011 system, I left one of the 2670 installed. So obviously a E5-2670 and a E5-2628L v2 aren't going to work together. Removed the 2628, and board powered right up.
So maybe I'm not as stupid as I felt. Maybe.
