They are for connecting JBOD chassis. Those often come with the required external port to match. Basically a box with a bunch of drives. You can get cables that convert to internal SAS or SATA and feed them back into the box, but that's not the intended use for them.

If SATA and SAS drives are connected to a motherboard via onboard ports or another HBA card, and on another PCIe slot, the above mentioned card is plugged in, will this box, when linked to another system with same card above, be able to "see" the SAS, SATA drives on this box?

nope.

like @ttabbal said, you can use this card in 2 way's.

option 1). connect this card to a jbod case (with this cables, Delock Products 83061 Delock Cable Mini SAS SFF-8088 > Mini SAS SFF-8088 1 m)
option 2). use this cables to connect sata-hdd's (https://www.amazon.com/Mini-SAS-SFF-8088-26P-SATA-Cable/dp/B00PKN5NXG). assuming sata-hdd are internal hdd

When you connect this card to a Jbod case, then the server where this card resides in will "see" the drives on the jbod case?

In option 2, that will mean you have to do a mod so that the sample cable in the link above is brought out of the chassis, and plugged into the card I mentioned, that is plugged onto a server?

2 questions: 1 answer: yes.
actually: yes and yes

question 1) when you put hdd's in jbod case, connect cable to jbod and windows/Linux host machine with 16e-card, then your host machine will see all drives in jbod-case.

question 2) sata-ports connected to internal hdd inside computer case, and ported to outside the case and connect to the card-ports with sff-8088 connectors
