Help with dl160 g6 build, does not post

Well, I managed to find an actual dl160 g6 server at work that I could use for troubleshooting, I pretty much just swapped out the boards, reset the cmos, plugged everything up into my board, put the older e5504 in it along with the ram from the other dl160 and it still does not post. The system health led starts out green after turning it on, then starts blinking amber for a few seconds, then blinking red. The chassis fans spin up to speed and stay there. Nothing is ever sent to the display. I contacted the seller for a refund because I believe that the board I got could be bad and I'm running out of time for the 30 day return policy.
