They are selling the QS for $640 on eBAy Intel QS Xeon E5-2698 V4 2.0GHz 20-Core LGA2011-3 Server CPU [QHUZ] | eBay it does have identical stepping/performance as retail.
I know you're trying to negotiate on price, but that QHUZ is not a QS for anyone reading. QK11 and QK7M are the QS versions of the E5-2698 v4. So it should be labeled ES in the listing. ES and QS are vastly different which is why that one's selling for $650.

Right now the cheapest E5-2698 V4 on ebay is $2600 Intel Xeon E5-2698 v4 20-Core 2.2GHz SR2JW Broadwell-EP Processor - Grade A | eBay

Everything cheaper is a QH series ES chip that the sellers are trying to pawn off. I'm seeing some correctly label QH as ES but some are misquoting them as QS.

Thank you for the information it is very helpful. I agree the ES chip for $650 are not on par with your retail chip, and the only E5-2698 V4 is $2600, but there are several E5-2696/E5-2699 V4 retail, as I mentioned also, that are a little over $1000 w/ higher core and L3 cache. In comparison to this, I feel justified in asking for a lower price than the $2600 you have quoted. Of course its your product, your rules, but I do prefer to buy from people in STH over eBay to support the community so I just thought I'd ask you :).
