yes. because you fashed the wrong signed BIOS, the BMC FW now wants only signed files,
the only way is now: pull the BIOS chip out ofthe socket and flash with USB programmer like ch341a or buy one preflashed BIOS chip.
i meant have you tried only one cpu ?
and check if all your VRM power stages(chokes and DrMOS) are populated, dell likes to remove some for better efficiency on lower currents.
8272CL can also issue some BIOS trouble like 8273CL/6268CL
