    yes. because you fashed the wrong signed BIOS, the BMC FW now wants only signed files, the only way is now: pull the BIOS chip out ofthe socket and flash with USB programmer like ch341a or buy one preflashed BIOS chip.

    old unsigned BIOS file. once you have flashed a signed file you have keep this. check the BIOS chip size please.

    swap CPU1 with the other. if work, something with UPI requirements ? power budget ? PSU upgrade required ? not unusual on OEM servers.

    thats bad. only 5+1 ( 6+1 full populated ) picture max 1MB. make picture smaller (irfanview) or upload somewhere and post link.

    no this is BMC FW chip. there is a SOP8 for BIOS.

    sure, dead CPU and/or RAM can cause this. the kbd numlock led any sign of light after some time ?

    i meant have you tried only one cpu ? and check if all your VRM power stages(chokes and DrMOS) are populated, dell likes to remove some for better efficiency on lower currents.
