is that what you mean by not a RoT firmware? What is RoT firmware? Root of Trust firnware? So they are not encrypted?
none SM BIOS is encrypted but digitaly signed. on RoT system the BIOS is validated before update process and before start of CPU.
X13SRA,X13SWA are not RoT protected(so far).
i can bot update BIOS with X13SRA BMC/IPMI (only BMC FW)

i tried this already. modded BIOS works fine but not with D0 CPU.
Intel ME blocks 806F3 from working. on ASUS W790 i got at least "cd" with 806F2 CPU, on the X13SRA it stays at "00"
D0 needs ME 16.10.0.1400 or earlier. must be flashed with sop8 clamp and programmer(have done this with ch341a)
PM me is you need BIOS with D0 support.

There are about 2-3 sellers who sell them on ebay:

Probably more, but you basically need to inspect all the offers.

Just remember - you can try negotiating with them and maybe lower the price by 30-40$ if you buy more than one things for them. The more you buy the better discount
Just to confirm, these devices run at the same full clock rate as the production parts?

if you get Q03J (step 4 - 1.6Ghz - 3.5Ghz ) you are fine.
seller ielectronics_alteratethis is known as crazy seller, they still have no clue.

I bought those Q03J from ebay seller ea_memory here, the cpu's arived were shiped 2 days after the order and arived 4 days after the order. Communication and everything went very smooth and fast, asked for Fedex shipping. Make an offer for a better price, i got quite some discount 2x500USD+shipping, and maybe could have negotiated more. Just most importantly i could not test them yet because my DHL Express from the US had some issues with my ASROCK mainboard transport at customs. It is rescheduled to arrive Friday so hopefully i can tell you more experience over the weekend. I think clock speeds will be ok, just not expecting the accelerators to work.

I think I saw some success stories on X12DPi with QVM7 in this thread.
I have an X12DPi-N6-AS081, it came with BIOS 1.1b - tried to set it up, but it wont go further than POST code "ad"
Tried upgrading to 1.1c - everything is the same, I can see the memory and CPU identified in IPMI webif, post codes progressing to the point of "ad" and then nothing.
Maybe someone else had the issue like that? Thanks!

"ad" = ready to boot event, if all went good this is the last code you get.

is Q03J actually E0 like the listings say? all the specs feel like a D0 (35x turbo multiplier, no part number string), but $570 for a 60-core E0 would be a good deal - the cheapest octal channel C741 boards are several hundred dollars cheaper than a W790-SAGE.

I can see post codes switching after the power cycle, but yep it stays on ad (after briefly shown 0xd9) and the screen doesn't come up.
On that BIOS 1.0a, the BMC forbids downgrade to both 1.0a and 1.1 - the only way to do it would be to desolder the chip I think

yes. all ES have "0000" only EV-QS & QS have Brand strings and same specs than prod.part
Q03J 60C step 4 E0 1.6Ghz 3.5Ghz ( update: E0 but doesn't work on ASRock Rack C741 boards while Q0KL i.e. working )
QYFX 60C step 3 D0 1.7Ghz 3.4Ghz
