EU [WTB] Xeon v4 with min 10 cores, ML350/ML150 gen9 heatsink + fan

I'm looking for things specified in the title:

Xeon v4 with minimum 10 cores, max 120W TDP and not frequency optimized
HP ML350/ML150 gen9 heatsink
HP ML350/ML150 gen9 fan

I have additional question, it looks like ml350 gen8 has same fan model. Both are Delta fans PFR0912XHE and that plastic black/red cage looks identical? Can anyone verify?

Heatsink should be available on ebay at not-to-crazy prices (just don't expect anything like 10-15 euros)

The cheapest heatsink I found is on aliexpress for 35 euros, but fan is in ballpark of 50 euros, that's a lot.
Not terrible, but I found two fans each for 15. One from Finland - shipping 35 euros and second from Germany via ebay-Kleinanzeigen, but guy is not responding. So i guess I can get it cheaper somewhere

so 120 EUR per 14 cores with buyer protection. i even got a 4 EUR discount ordering 2

edit: i made a price proposal for 2, and got a counteroffer of 112 EUR per CPU, so i ended up paying 224 EUR for 2 CPU's with free shipping
Shipping was the fastest i ever had with TNT and the packing is the best i've ever seen.
