Windows 7 VM - Black screen flashing underscore

So I've done HyperV and VMware in production.

Just recently I built a new home server, I'm going Microsoft this time.
I started transfering thigs over, all of the Servers and windows 8+ are OK.

However I have a vast archive of windows 7 machines. and they will not boot.
I created a windows 7 VM, it installed fine, but will give me this black screen right before I get to the login screen for the first time.

Anyone else see this?

I vaguely remember mine not booting unless it had a switch assigned to it.

I'll double check but I'm pretty sure they do have a "switch"

So I've tested all machines with and without a network.

No changes.

I know for a fact Solaris won't boot in vmware without a CD drive don't ask how I know that.

Also make sure your not booting something weird in the BIOS

Perhaps I need to clarify, this problem is on hyper V

And the vms that are acting up do have an optic drive
