Will a Xeon server server CPU bottleneck rtx 4070?

I'm currently have 2 low end Xeon cpu server with a gtx960. I'm planning to upgrade the GPU. I'm wondering if the 4070 will be bottlenecked by the 2.1GHz cpu. Please advise.

I guess this kind of question is usually related to gaming. I understand the concern, but it is impossible to make a blanket statement.
Playing CS:GO with competitive settings -> yes, the CPU will be the limiting factor
Playing modern AAA titles with high resolution / high settings / raytracing -> no, the GPU will be the bottleneck

What about HD Video editing/producing?
