Why is my Xeon X5675 running at 2.4GHz ?

I don't know about that generation exactly but I know that 'base' frequency doesn't mean that's as low as it will go / idle.

Speedstep yo... If you aren't loading it up enough it will downclock...
Or... thermally throttling.

They're not overheating and I looked for a Speedstep setting in the BIOS and didn't see one. Maybe I'll look again.

This is getting crazy. Just ran Cinebench on 2 systems for comparison.

1. Intel X5670 @ 2.93GHz - 1368
2. Intel X5675 @ 2.49GHz - 1468

Systems are almost identical except for the CPU's

Just ran CPU-Z. -

1. Core Speed = 1583MHz

2. Core Speed = 3457MHz

This is making no sense at all. The X5670 can't possibly running at 1583MHz and be getting that Cinebench score. The X5675 can't be running at 2400MHz and be getting it's Cinebench score. SM Superdoctor 3 is reporting the X5670 as running full speed (2.933GHz, not 1583MHz as reported by CPU-Z). Why would SM SD report the X5675 system running at 2400MHz and CPU-Z reports 3457MHz????
