what tool can I use to monitor the turbo boost frequency of my Intel Xeon CPU when it's under load?

windows
load with cpu-z (bench, button stress cpu) default is non AVX load.
check with HWinfo, summary windows, or sensor windows (package power, core clocks)

Linux has i7z, its pretty neat and old. Its not available in Centos Stream repo
