Supermicro H12DSi-N6 does not boot

I have Supermicro H12DSi-N6 that does not want to boot. IPMI works but blank screen, same for VGA.

The memory is M393A4K40BB2-CTD which should be compatible I have also tried other sticks.

In BMC it shows the memory as old slots if that matters https://i.gyazo.com/bf9e60201f963cfbd00058ebf6209cc8.png they are currently in P0-DIMMD1, P0-DIMMC1, P1-DIMMC1, P1-DIMMD1. The CPU's are 7002 series 7542

I am not 100% sure if those are the correct DIMMs I should be using based off https://www.supermicro.com/manuals/motherboard/EPYC7000/MNL-2363.pdf but I have also tried C1 on both CPU and also tried using just 1CPU which would not power on at all (retry loop in BMC)

I've taken a short video the only thing I can see that maybe out of the ordinary is the green lights 20230331 154106

this inventary shown in IPMI is updated by successful POST. until you have none it shows the 'OLD' hardware from last POST-

must be first socket, second socket only does not work.

I will try P0 (CPU1) now. I noticed the screenshot I attached had memory in P1 only and last successful boot (according to BMC) was 1CPU which should not work? This is the first time I am trying to boot, got off ebay

Tried moving both of the CPU to CPU1 slot same issues, starts but nothing past a black screen

start with CPU2 only on X12 can damage CPU & board (ice lake) hope AMD EPYC is different.
memtest and ddr4 train takes a minute. wait.
installed CPU proper with torque ?

and not to forget: check if you forgot to remove misplaced motherboard standoff now shorting something.

I did use CPU1 https://i.gyazo.com/801e059a5450f7a6cd64b22666ce6d43.png but from this image https://i.gyazo.com/bf9e60201f963cfbd00058ebf6209cc8.png the last successful boot from previous owner seemed to only have P1 memory (CPU2)

Ill try removing and re-attaching now

Just took motherboard out made sure the MB standoff where in correctly same issue not sure what else to try.

is there a POST SNOOP available in the IPMI Web-GUI ? if yes what does it show ?
no more ideas.

ok. no CPU action. CPU and or Motherboard fails.
As I have tested with 2 CPU it's more likely the motherboard? Where can I see ff = CPU/Motherboard failure?

If it's the motherboard anything to try? update maybe i see 2.4 is out now its running 2.3
