supermicro h11dsi the fans are not starting

supermicro h11dsi rev 2.0 does not want to run IPMI,
The IPMI IP address is not displayed in the router.
The BIOS also does not run on the assembled platform, that is, it does not work for some reason.
I do not use a video card, I connect the video core of the motherboard, which I connect via vga.
Coolers do not turn on at all.
AMD Epyc Processor: 2,7551.
What are the options why this might not work?
CPU coolers do not start at all, and IPMI is not visible in the router. The Supermicro H11DSI board is version 2.0.

Is the IPMI enabled? On my system (an X10) there's a jumper on the motherboard. Mine was disabled when I got it.. but my fans were on full-bore ... unlike yours.

I bought another such motherboard "supermicro h11dsi rev 2.0", the other one works as needed, but there is also a defect, one RAM slot does not work.
