WHMCS has a plugin to do this as an example. What kind of scripting are you looking for? It's KVM virt.

Should be possible via API:

For options, click on nodes / qemu and then 'POST' in the tabs.
Should be very similar to the the create an LXC-Example in the wiki.

If the script is to run on the Proxmox VE host itself, it may be easier to shell out to the qm command, in particular, "qm create" seems to be rather flexible.

That's what Proxmox is doing behind the scenes.

For sure, in the end the same will happen.
Assuming the API is stable and will act as a shim to possible changes on the underlying qm - commands i would rather use API via pvesh or http than qm create.

Looking to create the VM with PCIe passthrough and assign an I.P address to the VM.

First time ive seen WHMCS, Can it intergrate with Proxmox?

Assigning an ip will not work, this would require smth lile cloud-init (what for some reason doesn't happen even if a lot of users ask for)
you maybe can assign a mac, and have a dhcp that will assign an ip to that mac as a workaround.
