With 2019 the idea is to use DDA (passthrough).
Ran a few quadros like that for a while, however sometimes when rebooting a VM the GPU doesn't come back online and one has to reboot the host to get the VM GPUs back.
In the end took out all the cards from the Hyper-V host and threw them into a proxmox host, a little slower but passthrough is leagues more stable.
