Maybe a Marvell 98DX73xx in there? They have a 24x25G SerDes SKU in that line, IIRC.

Why more capacity?

Mikrotik: 2x100G (2x 4 lanes) + 16x25G (16x 1 lane) -> 24 lanes
QNAP: 4x100G (4x 4 lanes) + 8x 25G (8x 1 lane) -> 24 lanes
