Problem with gigabyte mz31-aro(1.0rev) how to change max speed link PCI-e GEN1-2-3

Hi, I have strange problem with this motherboard :

Im trying to use 2x rtx3090 on this board( one is directly on board and other is on x16 gen3 reizer, but constatnly I see that speed is changing 4.2 GB/s - 7GB/S - 12BG/S - GEN1, GEN2 GEN3 I can't change in bios, simple there is no option for that to do, I can only set x16 x8 or x4.

I allready change all bios on official page of gigabyte, but no luck for now.

ps: I test with only one card directly on board and same results



Does anyone know something about this problem?
Maybe some combination in bios, enable something/disable something.

can be normal, automatic reduce link speed to save power.
important is that the link returns to gen3 at loads.
