Optiplex 5000/7000SFF / own build PC - Proxmox - homelab

I am looking for a computer (preferably in a SFF case) for homelab.
I don't know much about computer hardware these days.

Exact Application:
1. Proxmox:
a) Virtual machines with Windows, Linux => Docker.
b) GNS3VM. Generally speaking: virtualization.

What do I need?
1. CPU - ?
2. RAM: min. 32GB (I'm thinking of upgrading to 64GB or even 128GB - GNS3 likes RAM)
3. Two NICs.
4. At least one NVME + SSD (one or two)

I was thinking about:
1. Optiplex 5000 or 7000 series with i5-12500 or i7-12700 processor. I don't know which processor would be enough...
2. Maybe some other SFF computers?
2. How about building your own PC? But what components? And of course in microATX standard with small case.

In general, I care about hints which processor would be the most appropriate and that in a year or two it would still be efficient.

Welcome - low power consumption.

Budget ~1000 - 1100 Euro.
