Not getting the turbo bin numbers i was expecting for my e5-2686 v3

I got my 2686 v3 and I am not getting the turbo bin numbers listed here in Wikipedia:

So I am wondering if it's b/c of the particular qs/es cpu I got or if info on wiki is wrong...

They can vary wildly from retail that's for sure, but how would we know about yours specifically without more info? Post info on your CPU.

Xeon ES/QS Turbo Bins Database

I don't know if my testing apps are all triggering more than 2 cores all the time even when they are supposed to test single core only? the fastest I 've seen is 3.2ghz. never seen 3.5 yet ;(

How are you checking the cpu speed? I thought I wasn't getting the turbo bins myself looking at task manager, but in core temp it shows correctly, I think. My power options are set to high performance at the moment.

I used cpu z built in cpu bench as well as userbenchmark and passmark

aida64 cpu id for my cpu shows the correct multiplier but I am not getting the numbers I am supposed to be getting. never seen 3.5ghz yet. at least when all 18 cores are used I am getting 2.28ghz which I guess does seem to be the correct multiplier at 18 cores

Tried my best but could not ever get to beyond 3.2ghz so far. tried to run single thread bench with y cruncher, cpu z, passmark, userbenchmark. I don't what else I can try at this point, I really think the cpu I got somehow got suboptimal multiplier even though it gives the corresponding turbo bin according to Wikipedia and hwinfo of up to 3.5 for single and 2 core use.

anyone else got another idea? anyone else also got a e5-2686 v3 cpu, maybe the other qs/es ver of this chip?
