NewEgg has the little (3" by 5" by 0.6") InFocus Kangaroo Windows 10 micro-computer for $99 right now. See: Kangaroo Mobile Desktop Computer KJ2B#001-NA Intel Atom X5-Z8500 (1.44 GHz) 2 GB LPDDR3 32 GB eMMC Windows 10 Home - Newegg.com

I just bought one of these recently, and I like it. It's quite small and very thin, fanless, and (surprise!) includes a built-in battery that acts like a four-hour UPS. For me its a great computer to velcro behind a 50" 4K display to run a dashboard. Actually, I like it so much that I bought three more today, one for each monitor. The power brick is 12V, so it might make a good car or boat computer as well.

The $99 is quite a good deal. That gets you a ready-to-run computer with 2GB RAM and 32GB SSD, pre-loaded with Windows 10. It's not fast (quad-core Intel Atom X5-8500 at ~1,200 Passmark score) but it will drive a 4K monitor and a web browser. I can almost certainly handle HD video, but I really doubt that it could handle 4K video.

I could see these being good for a dashboard but Windows w 2gb sucks.

I picked up 2 of them for some basic pc's. Basic web browsing & homework duties. It's tablet hardware so 1080p video is pushing it. It works but isn't 100% perfect on all formats. The video on cherry trail is much better than bay trail z3735 devices.

For $100 its nice and snappy. Good basic pc for kids homework duties, web browsing, knowledge worker, etc...

What's the ratings on the power supply? I'm wondering if my POE+ switch can power this with a POE splitter.

A PoE powered HTPC or dashboard appliance? That would be exceptionally cool!
