why not skylake or epyc?
Because large cluster deployments are not instantaneous.
It's Cloud Service, where the Equipment doesn't matter to the End User; as long as it works (quickly).

Bulk Buying of lower cost, ready to go, means it 'works' (for the Owner) today (this week) whereas Bleeding Edge might mean something won't work (or there'll be some Tuning to get the Bang/$ wrung out of it).

The best news, for you, is it's free - you're probably using it and don't know it.

I always assumed the lag was from resource reallocation. Use the new cutting edge stuff for your own workload and sell time on the last generation hardware. Gets a few more profitable years out of hardware that would have just been scrapped. Same with Google coming out with their Kepler cloud stuff.
