premium: noctua :D (might require other fans that don't trigger the low rpm alert in ipmi/bmc)
value: supermicro 4u (active) heatsink (SNK-P0050AP4)
cheapish: dynatron or supermicro 2u (active) heatsinks

Cheapest LGA2011 coolers in EU have been SilentiumPC / Endorfy Fera series that I've found.

pfui !. 30 EUR for that very cheap cooler ? (not inexpensive) bare copper, might oxidate and loose function over time.
@rtech i mean the transfer from heatpipe to fins. we can find cooler complete anodized same price.

Maybe with metal based thermal paste but with ceramic base unlikely and i have serveral direct touch coolers
I have been using snowman from aliexpress ~18€ but you should replace fan so 18€ + 3-4€ for 92mm arctic

Since it is Square ILM, any desktop 2011/2011-3/2066 coolers will work... I really don't know why you tried passive coolers outside a 1u chassis with forced airflow.

I would recommend Be Quiet Dark Rock Slim. There's no need for 'thick' tower coolers in a server, it complicates installation, and leaves none to little room between the towers, making the second CPU in the airflow path get nothing but heated air.

Plus they are high quality and very quiet. Attached a picture of 2 of them on my Asus Z10PA-D8 running 2x E5-2680v4 CPU's in a small midtower desktop case. Cooling at full power with mobo+CPU's pulling 360W is NO issue, the Dark Rock fans increase from about 400rpm idle to 600-650rpm... CPU's even out at about 62-63 celcius with all 2x14 cores at 100% in s-tui running for hours

SNK-P0050AP4

I just scored an open box on eBay a couple of weeks ago for $35. That was a helluva deal.

@heromode am i correct in assuming that since i have the square ilm i can order any 2011 cpu cooler off newegg and it should just screw right in
According to the thread, apparently yes.. i have 2011-3.. One note about buying the absolute cheapest towers out there, it means you get a cheap failure prone fan as well.. The Dark Rock's are not the cheapest, but you get the top line Bequiet fans as well..

But the fans are '6 pole', which atleast in my case prevented the old mobo from reading the speeds. Well it was weird, if i monitored the fan RPM's in ipmi, i could reset the IPMI chip, wait a minute or so, and when it came back i could read the CPU fan rpm's for a sew seconds, then the readings would disappear.

I spent days trying to fix that, before i read somewhere that older mobo's were never designed to read the pulse signal from 6 pole motors..
