looking to replace an older xeon server with something small but powerful. I see things like the dell t350 that look interesting but was wondering if anyone had recommendations for something with at least 12 cores / threads, 64g ram and nvme drives that might work as a small home server.

Plenty of consumer SFF systems that have 6-core (HT gets you 12 threads) CPUs and support for 64GB of RAM. See: https://forums.servethehome.com/index.php?threads/tiny-mini-micro-pc-experiences.30230/

Alternatively you could go the Xeon-D route. Those go all the way to 16-cores (+ HT), though the 4 and 8-core models were more common. Integrated 10GBe is common, as is IPMI, and support for more RAM. Supermicro X10SDV line would be an example there.
