What is a good tool to measure memory bandwidth and speed for a particular setup? For example, Gen 2 Xeon Golds with 1 channel vs, 2 channels vs 3 channels etc.

A popular tool for measuring memory bandwidth and speed is the "STREAM" benchmark. It is a simple synthetic benchmark program that measures sustainable memory bandwidth (in MB/s) and the corresponding computation rate for simple vector operations. Another tool that you could use is "AIDA64" which is a System Information, diagnostics and benchmarking solution for Windows PC. It provides detailed information about installed software and hardware, and also includes benchmarking tools for measuring the performance of individual hardware components or the whole system.

Stream is a good place to start. The CPUs you mention likely support Intel's RDT: RDT (Intel® Resource Director Technology) — CRI Resource Manager 0.8.0 documentation. This includes memory bandwidth monitoring, which might also be useful to see what the CPU(s, and maybe cores? it's been a while) think their current bandwidth is.
