Is it possible for a CPU to have a different TDP than what is listed on ark.intel.com?

I checked ark.intel.com on Xeon W-2133, TDP is supposed to be 140W. However, CPU-Z and Intel XTU tells me otherwise (124W?) .

Also for Xeon W-2125, ark.intel.com says it is 120W, Intel XTU tells me it is only 105W.

I am wondering whether my motherboard is not working properly (both CPUs are tested on a X11SRM-VF), or both the CPUs?
