Is HWPM worth it with Xeon E5 or is Linux' ondemand governor more power efficient?

Has anyone any knowledge on this? I can't figure out which of the two saves the most power. I'm using Proxmox (Debian) if that makes any difference and like most homelabs, my setup mostly sits idle.

I conducted some tests, and it seems like HWPM performs way worse than Linux's `ondemand` governor. I think it's because HWPM updates every 4s while the Linux governor updates every 20us.
