intel turbo boost max 3.0 driver not loading problem...

I just got my asrock taichi x99 board out to load up the latest win10 new install.... i unfortunately didn't bother to check what the device manager was like back in my old install of 1709 .... but now with the current 1803, i have intel turbo boost max 3.0 code 10 not loading error....

running a QHUZ 2011 v4 ES cpu..... so does this intel turbo boost max 3.0 only work on i7 X parts and not on 2011 v4?

well, the only thing is this keeps showing up every time i reboot. i am wondering if it's because it's seeing my ES cpu as an i7 cpu.... cpu z seems to think that this is an i7... so i am guessing this is what happening?
