The VRM isn't upgraded, the original one is already powerful enough. it's the PWM program which allows the "Amazon type" CPU to be installed.on taobao are some supermicro boards with 270W(up to) support. X11DPi X11DAi X11DPH with VRM upgrade.
i had a X11SRM-F before and this board don't run a Xeon W-2295(165W) even the board supports 165W.
the cascade lake xeon have higher PL4 limit, this wattage can not delivered by stock VRM so supermicro have to upgrade them.
i would open a case at supermicro with your board serial and ask for a VRM upgrade to support the 8274, its worth a try:
And once the VRM supports them, the stepping 3 support is only an easy microcode injection thing everyone can do.
