Try an older version of handbrake. I was having trouble with the newst version of handbrake - it just refused to convert some video. I'd drop the mpg file onto it and it waould just hang on analysing video to some percent of the other. So i went to the version i used on W7 - 0.9.9 - on W10 Enterprise and that handled the file just fine.
