HP DL580 Gen 9: Choosing matching memory sticks

Hi,
Bought a used DL580 g9 with 4x 8880 v4 and 16x 16GB ddr4 2133P cheap(ish). The attached photo shows one mem stick - the other match the stickers seen. These evidently are not HP branded but, on boot, the bios recognizes them as smart HP memory. How is this possible?

With the above setup, only half the cores (44) are usable. All memory sticks lock at 1600Mhz. Using the remaining cores results in marginal execution speed gains for my application. Need to double the mem sticks per channel (as per other post in here), but how is one to choose the additional 16x 16GB mem sticks to avoid the risk of the cooling-fan frenzy that hp is known to punish transgressors with their stuff?

Any suggestion?
