This is a nice one for a still current generation E3 V3 platform.
HP Proliant DL320E Gen8 V2 Xeon E3 1220 V3 3 1GHz 8GB 1TB Win 2012 Essenti | eBay $399 and it was $500+ not too long ago.

This one's $75 more without the installed software, 500GB drives or it looks like CPU/ mem: HP Proliant DL320E Gen8 V2 Rack Server System Intel Xeon | eBay and those are the two cheapest I can see on ebay. The next ones are around $600.

I have not done before, but I read that you could pull the windows license key off the system drive.

Those are only physical slots.
The E3-1220 V3 only has 16 PCIe lanes in total - with either of the following configurations: x16, 2x8, 1x8/2x4
