Hot Heak Sink on MBD-X10SDV-TLN4F-O when turned off

Been setting up a new server (MBD-X10SDV-TLN4F-O) and just noticed this morning that the heatsink (not the CPU heat sink but the one behind the VGA connector) was actually hot to touch even when I had turned off the power. I did not pull the power plug, just had shut it down.

I can't find anywhere in the documentation as to what the purpose of this heat sink is and if this is expected behavior?

That chip and the 10g ports next to it are missing in the -F version of the board, so I'd guess it's the 10g network chip.

I've noticed this, and assumed it was for IPMI or WOL or some other remote when powered-off usage.

They also have a green (if I recall) flashing light when off that I didn't notice until daylight savings changed ;(
