An the u.2 drive be mounted on a pci-e adapter to get the AIC speeds? Aka is the drive that connects to directly to the pci-e bus just as performant as this one?

If you mean that the add-in card would not slow it down - I would assume so, but to be honest I have no idea.

If it did it would be a poor add-in card.

And there are no P4510 AIC cards, so it would be hard to compare.

I have two Startech adapters that I have used for other u.2 drives and as far as I can see on the adapters there is nothing on them except for an adapter - no chips etc. it is just a "converter".
