For those still wishing to upgrade from Win7 or Win8 to Windows 10 (heaven forbid LOL) apparently, according to a recently posted TecRadar report, it is still available:

I recently used the Product Key option on a new laptop that came with Win10 Home. Reinstalled with a Win7 Pro key to get Win10 Pro. Primarily so I could enable Bitlocker.
