Yep, nothing new. People have been trying these phishing attempts for well over a decade.
If you see such an email, the course of action I recommend is NOT logging into paypal from any link in any email (even legit ones from paypal), and train yourself to log in from a different system/vm than anything else you use--a dedicated 'banking' system if you will. Keep it basic, keep it clean, and don't use it for anything else. And this applies to any login that requires some sort of security.
